TERMS OF REFERENCE FOR A BASELINE SURVEY ON THE IMPACT OF YOUTH ENTERPRISE DEVELOPMENT FUND AND THE NATIONAL DEVELOPMENT FUND FOR PERSONS WITH DISABILITIES

Action Network for the Disabled (ANDY) is a Person With Disabilities (PWD)-led, national organisation with over six years’ experience implementing innovative projects designed by young PWDs to help them take control of their own lives. ANDY delivers multiple projects consecutively, covering human rights and advocacy economic empowerment (job placements, skills training and business start-up loans), HIV/AIDS education, and access to sports activities. Our current Human Rights and Advocacy Programme is increasing civic awareness and engagement of young PWDs in Kenya, and fostering their inclusion in Kenya`s governance reform agenda through working with government institutions. Through our Project; From the Margins to the Mainstream-A voice of Persons with Disabilities in Governance, we have secured a grant from USAID through Act! to carry out a baseline survey on the impact of the Youth Enterprise Development Fund & National Development Fund for Persons with Disabilities on Youth with Disabilities in Kenya. The Rationale While there exists several national funds meant to improve the livelihoods of Kenyans, it is not known to which extend these funds benefit youth with disabilities in Kenya. The overall population of Persons with Disabilities in Kenya is at 15% of the 40 million Kenyans (Census 2009), and it is estimated that; 60% of this are young people with various types of disabilities. It is therefore imperative to find out how this population is benefiting and the impact the funds has on their daily lives as well as learn of the challenges they face with a view of recommending appropriate remedies to the concerned bodies. This baseline survey will therefore give focus to two funds in the project areas as outlined below. General objective The main purpose of this consultant is to conduct a survey on the impacts of the National Funds (Youth Enterprise Development Fund & National Development Fund for Persons with Disabilities) on youth with disabilities in three project areas, namely; Kiambu, Mombasa & Homa bay Counties Specific objective To assess the effectiveness in identification and disbursement, impacts and benefits being extended to youth with disabilities through the Youth Enterprise Development Fund (YEDF) and the National Development Fund for Persons with Disabilities (NDFPWD. Key areas will be a review of background information provided by the institutions/ custodians of these funds. A review of the provisions of the funds and management policies and rules in regards to youth with disabilities and any other statutes that are relevant for the purposes of handling these funds. A review of application forms and other documents (guidelines) and/or other documents that are deemed relevant to this assessment. Site visit to the proposed institutions and sample of beneficiaries. OPERATIONAL RESPONSIBILITIES AND TASKS. The functions of the Consultant in accordance with ANDY Schedule and the agreed work plan, include: • Designing and pre-testing of the survey tools/instrument; to be used during interviews, administering questionnaires and Focus Group Discussion. • Assist in pre survey , during and after survey advise and feedback to stakeholders; • Evaluate and assess the quality of survey and provide feedback to ANDY with recommendations and interventions. • Data analysis and reporting. • Make recommendations to the ANDY board of the next step based on the survey results • Conduct the survey and provide final reports. • Assess the status of national funds (processes in regards to youth with disabilities and report with recommendations to the ANDY board and stakeholders. • The consultant will ensure proper and professional targeting for this survey to meet its goal. • Ensure that the data collected is of high quality and reasonably capable of enabling ANDY access the information that would form the basis for its lobbying and advocacy activities. • Make a presentation of the findings during a convening of stakeholders. METHODOLOGY. The survey will adopt a mix of qualitative and quantitative research design in order to capture a holistic situation of PWDs. A participatory research method including but not limited to self administered Questionnaires, In-depth interviews and Focus Group Discussions is proposed. DELIVERABLES. The consultant will be responsible for providing a report on the findings of the study based on the terms of reference. The report will also provide proposals and recommendations on enhancing the participation of PWDs in accessing the two funds. Recording of Proceedings Where practical, the survey results together with reports and documents that relate to the ANDY Programme will be forwarded to project officer in sufficient time to enable consideration prior to confirmation meetings. When confirmed, the result shall be signed by the executive director for ANDY who will then forward to the ANDY Board for approval before holding stakeholders result sharing forum. Who we are looking for; 1. MA or equivalent in law, social sciences and research. 2. Knowledge on economic development projects as well as disability rights and equality. 3. Excellent understanding of international and local legal frameworks on disability. 4. You need to demonstrate and be familiar with the realities of working with the Youth Enterprise Development Fund (YEDF) and the National Development Fund for Persons with Disabilities (NDFPWD and disability rights organizations and groups in Kenya. 5. Excellent writing and analytical skills. 6. Proven experience in undertaking social research with a bias to disability research.
